PURPOSE
The purpose of this evaluation policy is to promote professional excellence and improve the skills and competencies of the principals, to improve the quality of education received by the pupils of this district, and to provide a basis for the review of each of the administrator’s performance.

PURPOSE
The purpose of this evaluation policy is to promote professional excellence and improve the skills and competencies of the principals, to improve the quality of education received by the pupils of this district, and to provide a basis for the review of each of the administrator’s performance.
OVERVIEW
Annually, the superintendent will evaluate principals based on:
- MN Statute 123B.147
- Principal’s progress toward goals
- Student achievement
- Periodic observations of the principal at his/her daily duties
- Stakeholder feedback
- Principal self-evaluation
- Superintendent will write a summative evaluation based on Minnesota K-12 principal competencies, and Hinckley-Finlayson policies.
RESPONSIBILITIES AND PROCEDURES
- Principals are responsible for:
- Creating and sharing 3-5 goals each academic year.
- goals defined in writing
- goals documented by September 1st
- two goals must focus on student achievement
- written goals must be shared with Superintendent
- create or adapt a survey, with focus on goals for the year
- distribute survey to stakeholders
- analyze data
- report data to superintendent
- report progress toward goals
- share any realignment of goals
- maintain a focus on school board goals
- meet with Superintendent by June 1st for summative conference
- analyze goals for the year
- analyze all data- surveys, student achievement data and anecdotes
- write self-evaluation that synthesizes all data for the academic year with a focus on goals (self and school board)
- Superintendent is responsible for:
- Reviewing principal goals, including student achievement
- Focusing on Minnesota Principal K-12 competencies to conduct at least two formative meetings with principals.
- Writing an annual summative review, by June 30th, focusing on all data
DATA STORAGE
- The summative evaluation will be kept in the principal’s personnel file and may be shared with the school board only as needed
- The principal’s are encouraged to maintain individual components of the data.
